The U.S. Environmental Protection Agency estimated in 2004 that the volume of combined sewer overflows discharged nationwide is 850 billion gal per year. Meanwhile, the EPA also estimated that sanitary sewer overflows, caused by blocked or broken pipes, result in the release of as much as 10 billion gal of raw sewage.

When a new regional wastewater treatment facility opened in north Kern County, Calif., the nearby city of Shafter closed its own facility and began piping its residential wastewater to the new plant. Shafter, located 17 miles northwest of Bakersfield, Calif., has 12,000 residents. For billing purposes, the city needed to precisely monitor daily flow to the plant. The operators needed to remotely monitor flow between the city’s collection system and the regional treatment facility.

Today, there is legislation to eliminate combined sewer overflows. Heavy fines are levied by the EPA against communities that violate this law. The EPA has been reasonable with enforcement because the costs are great--not to mention that it will take time to expand the infrastructure. However, as municipalities and utilities have learned, eliminating overflow events is a must.
